THE REPUBLIC OF BULGARIA
38th National Assembly
DECLARATION
on the Kosovo Crisis and the Involvement
of the International Community
The Thirty Eighth National Assembly
of the Republic of Bulgaria,
-
complying with the declarations of
the National Assembly of 29 April 1993 and 23 October 1998;
-
expressing solidarity with the 24 March
1999 position on the Kosovo crisis declared by the Council of the European
Union in Berlin;
-
expressing deep regret that the diplomatic
efforts have not led to a peaceful solution of the Kosovo crisis;
-
feeling sorry for the huge humanitarian
and human tragedy accompanying the crisis in Kosovo at each of its stages;
-
approving the steps undertaken by the
Bulgarian state institutions aimed to defend the Bulgarian national interest
through active participation in the efforts seeking to reach a peaceful
solution of the crisis;
-
confirming that owing to these steps
the political and military risks for Bulgaria have been avoided;
-
expressing satisfaction with the guarantee,
declared by NATO's Secretary General in his letter of 24 March 1999, that
the security of all NATO member-states is inextricably bound up with the
security of all partner-countries, and the security of Bulgaria is an immediate
and essential concern of the Alliance,
DECLARES:
1. The Republic of Bulgaria will
not participate, directly or indirectly, in any military operations in
the Federal Republic of Yugoslavia.
2. The Republic of Bulgaria, sharing
the principles of democracy, the rule of law, the protection of human rights,
the humanitarian values and ideals, expresses its solidarity with the Euro-Atlantic
community in its efforts to prevent the further aggravation and expansion
of the crisis in Kosovo and appeals for a new policy of sustained growth
in South-Eastern Europe.
3. The Republic of Bulgaria calls
on the government of the Federal Republic of Yugoslavia to sign the peace
accord and thus prevent new loss of life and devastation.
4.The Republic of Bulgaria confirms
its strategic civilizational choice for full membership
in NATO.
The Declaration is adopted by the
38th National Assembly on 25 March 1999 and has the official seal of the
National Assembly.
